Process and Schedule
In January 2010, the City of Encinitas initiated the two-year comprehensive planning process to update its General Plan and address new policies and strengthen existing policies. Engaging the community is a critical part of this project and opportunities to participate will be ongoing.
In March 2010, the City hosted Community Specific Workshops in each of the City's five communities (New Encinitas, Old Encinitas, Cardiff-by-the-Sea, Olivenhain, and Leucadia). Citywide Public Workshops were held in May and November 2010, as well as March 2011 and September 2011. For more information on the public workshops, please click here. In addition to the aforementioned workshops, there were a number of other important ways community members participated throughout the update process or comment on its progress. The City's comprehensive public outreach plan included City Council work sessions, neighborhood based meetings, community surveys, a photo study, an educational lecture series and other community events.
In March of 2011, the City was also awarded grant funds to prepare a stand-alone Public Health Element - to be developed concurrent with the rest of the draft General Plan. The City hosted two workshops (June and July 2011) and administered three different surveys to collect information and feedback on health-related issues and opportunities. Collected information was also utilized to create a series of topic-specific white papers and a Safe Routes to School Scorecard. During Phase 1 of the CGPU, community participants raised a substantial range of issues during the outreach process. All public input that was received has been consolidated and formalized into a Vision Report in order to summarize issues, opportunities and or concerns. Additional input was also received from various stakeholder meetings, tool-kit feedback, and the General Plan Advisory Committee.
The City also hosted a series of public workshops throughout the planning process, which served as the primary mechanism to collect public input.
Please refer to the Project Calendar for the current status of the work program and/or more information about future outreach opportunities. On September 1, 2011 the City released the draft General Plan for public comment. This event marked a significant milestone for the community. Please take this opportunity to review some of the new goals and policies that were drafted. Full participation and comments are encouraged at this time. The City has put together a comprehensive outreach process for the fall/winter 2011 to ensure that there is plenty of opportunity for the public to learn about the update process and have opportunity to comment on the draft policy document. Through a citizen-drive process, the City of Encinitas is updating the General Plan to reflect the ideas of everyone in the community. The end goal is to establish a shared vision of the future for the City and develop policies and goals to help guide land use and citywide decisions for the next 20+ years. Community members are encouraged to provide input, ideas and concerns and to learn more about what is happening with the Plan Update.
