The City began the update of its General Plan in early 2010. Over the course of the General Plan Update work program, residents and community members raised a substantial range of issues, as articulated through the public participation process. Releasing the draft GP ends one component of the outreach program and initiates the next phase of the work program - one that will allow the public to review, comment and have a meaningful impact on policy language and help shape the future of Encinitas. Please join us at the upcoming citywide workshop and other informational events which have been planned to assist you in understanding the format and content of the draft policy document.

Please note that the draft General Plan's vision and guiding principles are based on input received through the first two phases of the planning process. Disclaimer: This is a draft document and has not been reviewed or approved by the Planning Commission or City Council.

In order to help facilitate your review, the City created a Topic Reference Index to help identify issues and related draft policies.  The City also created a Crosswalk to help identify whether existing goals and policies are the same, modified, expanded, replaced, or deleted.

The City also created a General Plan newsletter that will be updated weekly to help promote upcoming events and highlight some new changes (goals and policies) that will ultimately help shape our future. Weekly newsletters will be posted below by date of release.
